As per yesterday's question re the highest, really need a definition of "city" as opposed to just a "town"
Having said that.
The lowest place on Earth is the Dead Sea, the surface of which is over 400 metres (1300 feet) below "sea level". (below average ocean level)
Several places are quite near to the shore line of the Dead sea so one of these probably counts.
Jericho is about 240 metres (800 feet) below sea level.
The lowest human settlement on the planet is Ein Gedi. Technically this is not a city, but a kibbutz - an Israeli communal town. It is also the only settlement on earth located in a botanical garden. The altitude of Eid Gedi is 280 meters below sea level. It is possibly the lowest human settlement in history, but nothing remains today of ancient Ziph (a town near Ein Gedi where David took refuge from King Saul).
Not surprisingly, as it is situated in the Jordan valley (the area that also contains the Dead Sea), Jericho in the West Bank is the lowest city in the world, at 258 m (846 ft) below sea level. The lowest capital city is Georgetown (Guyana), and the largest city below sea level is New Orleans.
