Is it true that 4am is when the body is at its weakest, and thus is the time that death most commonly occurs?

This does appear to be true to some extent.

According to a newspaper article and a research study, it appears your weakest time when you sleep is from 3 to 8 AM or so. This is when the most natural deaths occur.
3.00AM

An asthma attack is 300 times more likely due to airways narrowing as adrenaline and anti-inflammatory hormones are at their lowest.

4.00AM

This is when you are most likely to die. Hospital deaths are more common at this time, possibly because blood pressure is at its lowest.

And questions like this can always use some scientific backing. This study suggests that 4am to 8am is the peak for deaths:
Analyzing the occurrence of deaths every two hours, it can be observed that in the non-ICU there is an increase in the number of deaths from 4 am, peaking at around 8 am and with a small increase between 12 pm and 6 pm, i.e., those deaths follow a periodicity
