I don't know that the entire phrase can be found in the Holy Bible per se.

"Paraclete", from Greek "parakletos" derives from the New Textament (John xiv, 16, 26; xv, 26; xvi, 7), where it stands for the Holy Spirit.

"Caborca" is a town in Mexico.

There is, of course, no "Holy Spirit of Caborca". So the whole expression is meant to express madness.

The line itself is uttered, I believe, via a George C. Scott character in the 1971 film "Hospital". He declares himself the "Fool for Christ," "Parakleet of Kaborka," "Wrath of the Lamb," and "Angel of the Bottomless Pit".
