It's by Moby and it's called "Thousand". It's peaks at over 1000 beats per minute. The average song on the radio goes at about 120-150 bpm. The average resting heart rate for a normal adult goes at about 60-80 bpm.
Have to question the above response. The 'average song on the radio' is a bit meaningless and vague. If in on a station dominated by pop songs and love ballads, then the beats per minute is nowhere near 120 - 150 bpm. That bpm is the speed of house music. And an average radio station will play chart or country, not house. If 'average song' is to mean chart song, then in a world where Shania Twain, Justin Timberlake, Sugarbabes, et al, dominate radio, the average radio song is nowhere near this bpm.
