Answer: The man, Christ Jesus
According to this text, Paul is saying that God wishes for everyone to be saved from wrath and come to the knowledge of His truth. Interestingly, Paul ends this passage with the following words of encouragement and also with a warning;
"...that men pray everywhere, lifting up holy hands without wrath and doubting."
Paul seems to be saying that people have the ability to be holy in God's eyes by avoiding anger at their fellow men and by not doubting the Word of God, acting on its promises instead.
