A bully is used to restart play when the clock has been stopped but the ball was not out of play and no penalty has been awarded, this could happen if there is an injury to a player or for some other reason, such as an animal on the field as in this question! When play is restarted with a bully the ball is placed between a player from each team who then must tap sticks before they try to play the ball. A bully used to be used for starting matches and for restarting play after a goal but this was replaced with the uncontested centre pass in 1981.
