Paulie was promoted in season two. In season four while Paulie was in jail for a short time, Christopher was made "acting captain" over Paulie's crew. There has been several references to Paulie being a captain.

Caitlin (Ari Graynor) isn't used to the big city method of ignoring mistreatment, which we see later in the same episode when she encounters a homeless woman on the street who wears a flimsy garbage bag as a skirt. The bag falls off, and Caitlin is appalled.
