The code I have used here is quite a simple one, that I have used before. Each consonant is replaced by the next consonant in the alphabet, while each vowel is replaced by the next vowel. The letter Y is considered a consonant in this case.

The clue in the introduction gives you nine consonants and two vowels, which should be a good start towards solving the puzzling story. As it turns out, the story is about the puzzle which is itself.

For the record, the solution, when decoded, reads:
When solving this [puzzle], use clues such as [double] letters and similar [endings].
The same [code] is used throughout.
Try [different] things. Where are the [vowels]? Are some [words] here in both code and plain [language]? (Answer: Yes, several are.)
