In 1987, President Mikhail Gorbachev talked about "perestroika" and democratization in the Central Committee. In the speech he criticized the widespread corruption in the Communist party. In the same year, he adopted the policy of "glasnost" which means "open policy". Reports of economic problems were revealed by many Russian journalists. The economy in USSR was on the verge of collapse.
By 26 December 1991, the dissolution of the USSR was complete, with 15 republics declaring their full independence. The dissolution ended Gorbachev's effort to reform the USSR's political and economic reforms. This also led to his resignation in December 1991.
In 1990, the first two states to declare independence were: Lithuania (March 11) and Latvia (May 4).
In the 1991, the following thirteen states declared independence: Estonia (August 20), Kazakhstan (December 16), Kyrgyzstan (August 31), Tajikistan (September 9), Turkmenistan (October 27), Uzbekistan (August 31), Belarus (August 25), Moldova (August 27), Russia (December 12), Ukraine (August 24), Armenia (September 23), Azerbaijan (August 30) and Georgia (April 9).
The others were the seven former Yugoslav states: Slovenia, Croatia, North Macedonia, Bosnia and Herzegovina, Montenegro, Serbia and Kosovo.
After the break-up of Yugoslavia, Slovenia, Croatia and North Macedonia were the first three states to secede on June 1991, followed by Bosnia and Herzegovina in 1992, Montenegro in 2006, Serbia in 2006 and Kosovo in 2008.
