The Preamble declares who is enacting the Constitution, namely the "people of the United States". The Constitution belongs to the people, not to the government. "We the People" are the stewards of the U.S. Constitution, and the phrase supports the idea that this Constitution is one for the whole Union of states.
Having a written Constitution was very important to America's founders because of their experiences with England's unwritten one.
The Preamble was actually added to the Constitution as an afterthought. It was not much debated in the Constitutional Convention, but James Monroe called it, "the Key" to the document.
