I can see changing his occupation to help facilitate the story, but why change a perfectly good name like Steve Rogers? Apparently, even back in the 40s, Hollywood had a habit of taking proven winners and completely changing things around to suit their own creative egos. Captain America was portrayed by serial veteran Dick Purcell.

They continue around in the atmosphere neutralizing threats before they even happen. Rogers says that they're only keeping people safe by pointing a gun at their heads. Unfortunately, he's not thrilled with the program. Rogers heads to the Smithsonian, visiting the Captain America exhibit there in his spare time and recalling the events of the war, watching Peggy Carter speak in video footage and mourning Bucky Barnes. He ends up visiting Peggy at home and, in her nineties, she tries to apologize for the life he couldn't live. He admits that her founding of S.H.I.E.L.D. is one of the only reasons he stayed. In his office, Fury is surprised to find that all of the files he has on Project Insight are sealed away and unable to be accessed... on his authority. So he goes upstairs to speak to Alexander Pierce, the Secretary of Internal Security for S.H.I.E.L.D., specifically asking that Project Insight be temporarily delayed while he can get a grasp on the weird things going on. Pierce agrees as long as Iron Man stops off at his niece's birthday.

Steve gets a message on his phone calling him away; Peggy died in her sleep in her nineties. He flies to London for her funeral and finds motivation in her words, reassured that he needs to stand firm on his decision. Though Romanoff flies on to Vienna to sign the Accords, Steve refuses. In Vienna, one hundred and seventeen countries ratify the Sokovia Accords. Romanoff meets T'Challa, the Prince of Wakanda, and apologizes not only for the casualties in Lagos, but for Rogers' non-attendance. During the event, a bomb is blown up outside the conference room and it kills T'Challa's father, the King, and justifies the Accords all the more.

Steve is sent along with the men of the Strategic Scientific Reserve almost immediately, falling into the training regime under Col. Chester Phillips and Peggy Carter and finding that he's not really cut out for the expected physical requirements. The regime's goal, at the end of it all, is to single out one candidate to become the inaugural member of a super-soldier initiative set up to end the war. Surprisingly, while Steve is horribly inadequate for basic training, Dr. Erskine believes him to be the only choice because of his problem solving and unbreakable spirit. Col. Phillips, believing that another soldier, Hodges, is a better choice, tests his men by throwing a dummy grenade into their group to test their reactions. Everyone flees except Steve, who throws himself onto it to protect his fellow soldiers. That night, when Rogers has a chance to talk to Erskine, he asks why he was chosen, and Erskine brings up their plan to overthrow Hydra and Johann Schmidt, who leads the division and searches for an immense power within the planet. He, personally, tried to change himself using a super-soldier serum and while it worked to an extent, it had its obvious side effects. Erskine chose Steve because he was weak to start and wouldn't squander the gift he would give him. He needs to stay who he is: an imperfect soldier but a good man.

The Purple Death itself was a special chemical concoction that, when administered to someone, caused the victim to be very susceptible to suggestions, even suggestions that would be completely against their nature (such as killing someone or committing suicide). A side effect of the drug was that the victim also broke out in purple blotches on his skin, but this was only referred to in the serial, never shown. Not that it really would've mattered too much if we did see them, since it was a black and white film. The Scarab was, in reality, Dr. Maldor. Maldor had been using the Purple death to kill all the members of an expedition to some ancient Mayan ruins in South America. He was the one who had found special information that made the trip successful, but felt he had been slighted in terms of being rewarded for his contribution. So Maldor decided to kill everyone else involved with the expedition and use the information he had discovered for his own gain. Maldor was played by the wonderfully hammy Lionel Atwill, star of countless B-movies.

As the news comes in, the bomber of the United Nations building is identified as Bucky Barnes and the manhunt is renewed. Romanoff speaks to T'Challa and offers her apologies, but T'Challa vows to hunt down Barnes himself, refusing to let the Accords his father wished to see come to pass have a say in his revenge. Steve calls Romanoff soon after and while she tries to convince him otherwise, he decides to bring Sam with him to Bucharest (on Sharon Carter's intelligence) to bring Bucky in himself. In Bucharest, it doesn't take long for Steve and Sam to locate Bucky's apartment and get into contact with him. Though Steve tries to convince Bucky to leave before the police come in, their talk runs long and they have to work together, somewhat, to get away. While Bucky sees no harm in killing his way through the building, Steve tries to clean things up behind him. It allows T'Challa, the Black Panther, to swoop in from above and engage in combat as well, forcing a chase through the Bucharest city streets. Ultimately, Steve prevents T'Challa from harming Bucky, but the three of them (and Sam) get cornered by the police and War Machine swoops in to defuse the situation.

The Scarab's thugs then administered the Purple Death to the scientist, and the Scarab ordered him to commit suicide by walking out in front of a speeding truck.

The serum made Steve taller, faster, and much stronger than before. Because of his good nature, the implementation of the serum was successful in Steve. Johan Schmidt had insisted on being injected as well, but because he was evil, it didn't infuse correctly. Because of this, he suffered painful side affects, and ultimately became Red Skull. Steve shows off the success of the infusion right away, when he catches Heinz Kruger, a Hydra agent who causes an explosion, and steals a vial of the serum.

Rogers heads back to Fury's hospital and meets with Romanoff who informs him that she understands why Fury would call in the mercenaries. She also knows, interestingly, that Fury was killed by a man that the mercenary community calls 'The Winter Soldier', who's been responsible for nearly two dozen high-profile assassinations. Interestingly, she was once attacked by said 'Winter Soldier' when protecting an engineer in Iran; the soldier shot the engineer through her. The two of them head to an Apple Store and plug the USB stick into one of the MacBooks, quickly shuffling through the protected information inside and fully anticipating that S.H.I.E.L.D.'s task force intercepting in nine minutes. They get a destination - Wheaton, New Jersey, and head out, just barely escaping by blending into the crowd.

Dr. Clinton Lyman invented the Life Restorer Machine. It was based on the "diathermic method of inducing fever by high temperatures, resulting from the electronic resuscitation of the circulatory system". He would also inject a special serum into the subject's vital organs. The device would only work on something that hadn't been dead too long. The demonstration of the Life Restorer featured a dead dog being brought back to life. The procedure was viewed by Grant Gardner, Gail Richards (Lorna Gray), Dr. Maldor and Lyman's fellow members of the Mayan Explorers Club.

Stark and Romanoff are given only thirty-six hours to locate Bucky, Steve, and Sam, so Tony heads to Queens, New York City, to catch a teenage Peter Parker getting home from school. Claiming that Peter received the September Grant, Stark manages to get a few minutes alone with the boy, revealing that he's actually the young Spider-Man who's been saving lives and stopping crimes all throughout New York City as an amateur hero. Stark believes he needs an upgrade...and a passport. Natasha doesn't need to leave the building to find back-up, instead speaking to T'Challa for her support. All of them head to Leipzig/Halle Airport, Germany, where a helicopter plans to take Cap's team onward, and after evacuating the premises, they await battle.

Steve and Natasha end up at Sam Wilson's house looking for a place to hide away and he offers them a place of refuge. Discussing their next plan of action, they deduce that there's likely a mole in S.H.I.E.L.D. (aside from Pierce) working for Hydra and they believe it to be Jasper Sitwell, who they saved from the Indian Ocean mission. The only other matter is infiltration, but Sam has that figured out; he worked on a project known as Falcon, and if they can get into Fort Meade, they can reacquire it. Steve and Natasha grab Sitwell from a meeting and interrogate him on top of a building before the latter kicks him off of it. It's just a tactic though; Sam swoops in with his Falcon outfit to pick the mole back up to explain everything. The truth is that Hydra is running off of Zola's algorithm now, predicting the future through all manner of information to eliminate any future threats-- including The Avengers. Project Insight's helicarriers will do the rest of the work, killing everyone else around the globe that may cause issue. The three take Sitwell captive, but it doesn't much matter; the Winter Soldier attacks them on the highway, tossing Sitwell into traffic and opening fire on their vehicle.

Reaching the Hydra base, Rogers manages to force his way inside and sneak through the structure to find the cells. When he does, he introduces himself as Captain America and frees everyone sends them out to perform a prison break. He goes deeper though, letting the chaos unfold while he persists. Schmidt, seeing this from his surveillance room, starts the timers and grabs the Tesseract while Zola grabs his blueprints. Steve manages to find Bucky strapped to a table in one of the lab rooms and the two escape as the main chamber is detonated, destroying all of Schmidt's work. They catch up to Schmidt as he's about to depart and it leads to a small interaction, but the two can't come to blows for long. Schmidt does, however, reveal himself as one of Erskine's greatest successes and pulls off his mask to reveal a red skull underneath his face, citing it as a side effect of the serum in its early days and indicating that it made him more than human. He and Zola flee while Steve and Bucky scramble, narrowly escaping as the facility crumbles.
