Dragon woke up in a burning field in the city of Chicago. An amnesiac, he is supported by a police officer named Frank Darling. With Darling's influence, Dragon becomes a police officer and helps the force deal with superfreaks, superpowered criminals. These events kicked off the series in the first issue of "Savage Dragon" in 1992.

When Darling tries to recruit Dragon for the Chicago police force, Dragon turns him down. Instead, he works and lives in a warehouse operated by Darling's cousin. Darling, in an act of desperation, pays criminals to threaten his cousin and influence Dragon to join.

Seghetti was defeated by the Dragon in issue #21. Prior to that, Seghetti had skinned the Dragon alive, impaled him on a church spire, and cut his hand off. Luckily, Dragon recovers and regenerates fairly rapidly. Seghetti was revealed to be OverLord in "Savage Dragon" #21.

Debbie stayed at Dragon's apartment overnight, and was killed the next morning by her ex-boyfriend Arnold Dimple. Debbie's mother harbored a long grudge toward Dragon for her daughter's death. These events happened in the first issue of the monthly series.
