Billy chose to let Tanya join the team so he could serve in an advisory capacity instead of fighting on as a Ranger. He stayed mostly in the command center where he tinkered and built new zords, weapons and other gadgets for the Zeo Rangers.

While Kat was Zeo Ranger I, the pink Ranger was not in charge of the team. Tommy, as Zeo Ranger V served as the team leader. He wore a red suit.

Rocky, the former red Ranger, turned Zeo Ranger III, wore a blue suit and served as second in command of the team.

The two were working as members of the Junior Police Force. The characters were introduced in this season as Skull gave Bulk a surprise gift, which turned out to be a motorcycle with a side car.

The costumes were vastly different than they had been in the previous seasons. Their helmets, rather than being all basically the same, with hints of the dinosaur they represented worked in, had geometric shapes in the visors.

Viewers didn't get much of a chance to see the details of the Power Chamber until near the end of the episode. As the Rangers morphed into the their Zeo suits for the first time, the background is shown. All six (no green Ranger) of the "Mighty Morphin" Ranger suits are displayed in recessed chambers in the wall.
