Answer: West Berlin

After the Second World War, Germany and its capital, Berlin, were administered by the victorious Allied powers, USA, UK, USSR and France. The Russians simply never left East Germany until their own government collapsed in the 1990s. West Berlin remained a free city, surrounded by the infamous Berlin Wall. Residents of East Germany would often try to flee there, many times at the expense of their lives.
