Answer: The Bishop of Digne

Yes, the Bishop sings this in the "Prologue" to the soldiers who arrested Valjean. This is when Valjean is returned to the Bishop after stealing his silver. This act of mercy shocks Valjean, and causes him to be a better man. On the Original London Cast CD, this song is listed as "Prologue: Valjean Arrested/Valjean Forgiven".

However, on the Original Broadway Cast CD, it is listed just as "Valjean Arrested/Valjean Forgiven".
2. "There's a kid that she's hiding in some little town!" is sung by whom?

Answer: The Factory Girl

The Factory Girl sings this to the Factory Foreman, exposing Fantine as an unwed mother through a letter. This letter is sent by the Thenardiers, lying that her daughter Cosette is sick, and demanding more money from Fantine. The Foreman fires her. This line is featured in "At the End of the Day". In the original French production, this song is titled as "La Journée Est Finie".
3. "But there are dreams that cannot be; and there are storms we cannot weather!" This heartbreaking line is sung by which character?

Fantine sings this in her most famous song, "I Dreamed a Dream". She has fallen into dark times, and dreams of the days when she was young and beautiful. She also talks of a man she once loved, presumably Cosette's father. This song in the early French production was called "J'avais rêvé d'Une Autre Vie", which roughly translates to "I Had Dreamed of Another Life".
4. "I shall not forsake my vow!" Who sings this line?

Answer: Jean Valjean

Valjean tells this to the Thenardiers in "The Waltz of Treachery" as they try to con him. However, he only wishes to take Cosette, for he made a promise to Fantine to take care of her daughter. This song is often paired with "The Bargain", which is Valjean finding Cosette in the woods and taking her back to the Thenardiers' inn.
5. Who sings, "Ain't you all delighted now?"

Answer: Eponine

Eponine says this out of jealousy to Marius in "Eponine's Errand". Marius is curious about the girl he just met, and asks Eponine to find out who she is. In the Complete Symphonic Recording, it is actually sung "Aren't you all delighted now?". Although removed from the 2012 adaptation of the musical, "Eponine's Errand" is still present on the stage.

Combeferre sings this to Enjolras in "The ABC Cafe/Red and Black", preparing for General Lamarque's death and the revolution.
