Some believed that the 3 on the Oath Rod refered to the Three Oaths sworn by the Aes Sedai, but it was later revealed that the rods were, in fact, numbered, probably for identification.
2. What material is an a'dam fashioned from?

Answer: It doesn't matter.

Elayne said she could make an a'dam from silver and other metals, although most of the Seanchan a'dam were made from a silvery material. Mithril, as far as I know, does not exist in the Wheel of Time universe.
3. Does Mat's medallion protect him from saidar or saidin?

Answer: Both

When Elayne tried to channel saidar on Mat, she described it as the flows just vanishing. Halima, attempting to channel saidin at him, had the same effect. Indirect effects, such as lightning, would not be stopped by the medallion.
4. What colors was the original twisted dream ring given to Egwene?

Answer: blue, brown, and red

When Elayne was trying to make one, one of the failed attempts was a solid blue ring that gave only nightmares. She could copy the original ring's structure, but could not copy its red, blue, and brown color.

The ter'angreal shaped like three arches is used in the Accepted test. It gives them visions of the past, present, and future, but it is not clear if the visions have any relation to reality. There is a similar ter'angreal in Rhuidean for the testing to become a Wise Oe.
9. What does the fluted black rod do?

Answer: It produces balefire.

The fluted black rod produces balefire and can be very difficult to control. The first time a character tried it out, they burnt holes in both sides of their ship.
10. Where were the sad bracelets first found?

Answer: The Panarch's Palace in Tanchico

The sad bracelets were one of the items on display in the Panarch's Palace, discovered there by Egwene in Tel'aran'rhiod.
