Answer: Santiago had witnessed Dawson's fenceline shooting.

This point is made several times, including: once when Lt. Cmdr. Galloway (Demi Moore) meets with Captain West, and again when Lt. Kaffee (Tom Cruise) first meets with Dawson and Downey in the brig. At trial, the fenceline shooting is the central point made during the prosecution's examination of N.I.S. agent McGuire.
