Answer: Lyle T. Rourke

Lyle Tiberius Rourke is the main villain in the 2001 film "Atlantis: The Lost Empire". Rourke has a reputation for being a stern, though successful Commander in the military and on missions around the world. However, he is actually a money-hungry greedy man who wants to find the Heart of Atlantis for his own personal gain.

At the end of the film while trying to make his escape, Rourke is chased by Milo and the other protagonists. Rourke's escape mechanism - a hot air balloon - crashes and the villain becomes mad.

He tries to kill Milo with an ax, however, in retrieving the weapon, Rourke sent glass shards flying everywhere. Milo slashes him with one of the shards, turning Rourke into crystal though still mobile. Rourke pursues Milo further but gets caught in the balloon's propellers and shatters.
2. No downfall; gets away with turning boys into donkeys

Answer: Coachman

The Coachman is one of the villains in the 1940 classic film "Pinocchio". Like a few Disney villains, he receives absolutely no downfall whatsoever but unlike those select villains, it is heavily implied the Coachman not only will get away with his schemes, he will continue doing them.

The Coachman lures naughty boys to Pleasure Island where he tells them they can do whatever they want. In reality, the boys slowly turn into donkeys whom the Coachman then sells into slavery.
3. Hit with a hay bale, tied up, gagged and stuffed in a trunk to Timbuktu

Answer: Edgar Balthazar

Edgar Balthazar is the villain in the 1970 film "The Aristocats". Edgar is the butler to Madame Bonfamille who is very wealthy. Edgar expects to inherit Madame's fortune but instead, she leaves it to her Duchess and her new kittens. Edgar is furious at this development and kidnaps the kittens and abandons them so he can claim the fortune.

However, the cats return home so Edgar has a new plan to send them to Timbuktu. This plan goes awry when the cats and other animals fight back against Edgar, hitting him on the head with a hay bale, tying him up with a horse collar, gagging him, putting a bucket on his head and putting him in the trunk for Timbuktu.

His villainous deeds are never revealed to Madame but she disinherits him at the end of the film for leaving her.
4. Falls off a cliff while fighting a war he caused

Answer: King Runeard

King Runeard is the villain in the 2019 film "Frozen 2". He is the founder of Arendelle and the grandfather of Anna and Elsa. Although deceased when the film begins, he is still the main villain. King Runeard's reputation is one of heroism and kindness.

However, he was actually a ruthless king whose wife Rita, never really loved him. After Rita flees, Runeard blames her disappearance on magic and not his own mistreatment of her. He starts a war with the nearby Northuldra, whose residents use magic, after a dam he gifted the Northuldrans destroys their Enchanted Forest. During a battle during this war, King Runeard falls off a cliff to his death in a bout of irony.
5. Arrested and sent to prison

Answer: Bellwether

Bellwether is the main villain in the 2016 film "Zootopia". She is a sheep and the Assistant Mayor of Zootopia who is often humiliated by her boss, Mayor Lionheart. Her ultimate goal is to become mayor herself so she can turn the tables on the dominant predator animals, being a prey herself.

However, her plans are discovered through a series of missteps on her part and Bellwether is arrested for the crimes she attempted to frame Mayor Lionheart for. She is sent to prison (a rarity for a Disney villain) and is forced to deal with other animal inmates who see her as a cute little sheep, much like Mayor Lionheart did.
6. Retreats into the darkness when the sun rises

Answer: Chernabog

Chernabog is a demon featured in Disney's 1940 classic "Fantasia". He is a demon who resembles a gargoyle in appearance. Although he has no real plot or plan, his presence in the film gives his scenes an ominous, foreboding feel and he is a considered a true Disney villain.

He is also the rare Disney villain whose presence offers no comedic effects. His menacing acts ends when the sunrises and he is forced to retreat into the darkness and shield himself from the light with his wings.
7. Falls off a castle balcony into a moat

Answer: Gaston

Gaston is the main antagonist in Disney's 1991 film "Beauty and the Beast". Gaston is a wealthy aristocrat who is madly in love with Belle and is determined to marry her by any means necessary. Belle, however, is in love with the Beast which does nothing but further anger Gaston.

When Gaston storms Beast's castle in search for Belle, he engages in a fight with the Beast. Although the Beast lets him go free, Gaston pulls a fast one and stabs the Beast in the back. When the Beast writhes in pain, his arms swing wildly and knock Gaston off of the castle's balcony into the moat below.

As he falls, Gaston's irises become skulls.
8. Tied to the grille of a garbage truck

Answer: Lotso

Lots-o' Huggin Bear is the main villain in the 2010 film "Toy Story 3". He is a pink teddy bear toy who is the self proclaimed ruler over the other toys at Sunnyside Daycare. Although he initially appears kind, he is actually a ruthless overlord of the other toys and tries to keep them in line. During the film's climax, the toys are sent to the landfill in a dumpster and Lotso leaves the other toys to be burned in an incinerator, although they are rescued in time.

As Lotso makes his escape from the landfill, a garbage man finds him and fondly remembers his own Lots-o' Huggin Bear from his childhood and keeps Lotso as a memento by tying him to the grille of his garbage truck with other toys.
9. Humiliated, verbally insulted and left infuriated, unable to chop off any heads

Answer: Queen of Hearts

The Queen of Hearts is the main villain in the 1951 film "Alice in Wonderland". She is obsessed with chopping off heads, in particular those who do her even the slightest harm. During Alice's trial, the Dormouse runs wild and causes chaos leading to a humorous scene in which the Queen is pelted in the face with jam and hit with a gavel by her husband.

The Queen declares Alice guilty but Alice insults her by calling her fat and tyrannical. Alice flees the trial with the Queen and her henchmen in pursuit but Alice escapes leaving the Queen in a rage.
10. Hit by a geyser, flipped upside down and unable to move on the ocean floor

Answer: Tamatoa

Tamatoa is one of the villains in Disney's 2016 film "Moana". He is a large crab with a golden shell who loves to collect shiny things as treasures. He is also a rival to the god Maui whom he often fights in battles. At the film's end, Tamatoa has Maui cornered but Moana intervenes and distracts him with a shiny object. Upon realizing he has been tricked, Tamatoa chases Moana and Maui but the two escape via a geyser whose impact is so strong it knocks Tamatoa upside down on his golden shell to the point he cannot flip over.
