The pet shop man was making a delivery to a lab of some sort. A scientist came out from the back complaining about not having his entire delivery, namely that he "needs" a wolverine. The only animals included in the shipment were rabbits.

The graphic novel the movie was based on was written by David C. Hayes and Kevin Moyers, with art from Kurt Belcher. Nemec, known from "Parker Lewis Can't Lose", "Stargate SG-1" and other mostly made for television movie roles, played the lead scientist, who is turned into a giant rabbit, for the film version.

Mike, who was supposed to deliver the rabbits to Peter's lab, had let them get killed by another scientist before he could deliver them. During a flashback to when Peter Cotton was in 10th grade, a varsity jacket with "Easter Falls Crusaders" emblazoned on the back could be seen. The flashback tells of the time when Peter's best friend was murdered.
It was just before that flashback that we learned Peter's dad's name was James Cotten.

He was at a diner with a friend from high school. They were talking about proving the age of a church that her ex-husband wanted to demolish when Peter noticed something wrong with his finger. He excused himself to the bathroom and checked out his hand. After that, he made an excuse and went back to his lab, where he continued to transform.

Jake was a high school bully of Peter's, and Anna's ex-husband. He was trying to tear down her grandfather's church in order to expand his own. During the high school reunion, he spiked the punch to try to "liven up" the party. He was killed before the movie ended.

He kidnapped Tommy while he was outside of Anna's apartment. Then after he heard Anna tell her mom that she didn't like Peter but instead was dating Bob, the movie cut to an old warehouse where Rottentail (Peter) was talking to Tommy, who had killed his rabbit when they were in high school. At the end of the scene, he stuffed eggs down Tommy's throat until he choked to death.

Pastor Jake thought there was more than a billion dollars worth of gold buried under the old church. His plan was to tear it down as part of the construction of his new church and then "discover" the gold as an act of god.

Answer: Gen. Phelps

Gen. Phelps, who was among the first people killed by Rottentail after the transformation from Peter, was brought back to life and turned into a cyborg-type person who was controlled by a remote. The remote short-circuited and he was then able to control himself. Eventually, he lost another fight to Rottentail, but not before accidentally burning Pastor Jake to death.

The church had plastic explosives inside and was hit with an airstrike from the military at the same time. Rottentail was already inside, injured from fighting Gen. Phelps. A set up for a potential sequel showed the woman who he had slept with earlier in the movie give birth in the final scene.
