He continues the chant later in the day as he walks to Dr. Marvin's office, picking up the intensity as he encounters a ragged looking street person whose mantra is not nearly so positive.

Answer: "Lives in a constant state of panic"

Dr. Marvin does use the "lives in a constant state of panic" line but that is earlier when he suggests to Bob that his divorce might have been brought on by something other than Neil Diamond. His recorded notes also include a reminder to "bill at the regular rate for the session and $29.95 for the book".
