When Uncle Billy is at the bank preparing to deposit $8,000, he sees Mr. Potter come in with his newspaper. Deciding to irritate the greedy old man, Uncle Billy grabs Mr. Potter's newspaper with the headlines about Harry's war decoration and brags on his nephew a bit, ending with the lines above.
9. "Teacher says every time a bell rings, an angel gets his wings."

Answer: Mr. Potter

After Uncle Billy loses the $8,000 he was supposed to deposit in the bank and George can't find it, as a last resort George asks Mr. Potter for a loan.
