Vance was strongly opposed to Jimmy Carter's plan to attempt a rescue of the hostages being held in Iran during the last year of Carter's presidency. He advised the President he had to resign, but of course agreed to hold off on announcing his resignation until after the rescue attempt, which turned out to be a fiasco. Vance was only the second Secretary of State in U.S. history to quit over a clear policy issue.

He was succeeded by Edmund Muskie, who eventually negotiated the release of the hostages.
