In 2003, minor premiers the Penrith Panthers beat the second-place Sydney Roosters 18-6.

Answer: Luke Ricketson

The Sydney Roosters lock was suspended for three weeks after found guilty of striking a North Queensland Cowboys player, Nathan Fien, in the grand final qualifier the week before.
3. Who was the referee of the grand final?

Answer: Tim Mander

This was Tim's first Grand Final, due to Harrigan's previous stronghold on the position of top referee. Harrigan retired at the end of 2003 and started work as a consultant for the Roosters. Mander had refereed the Bulldogs/Panthers game the week before and won the appointment over Paul Simpkins (who made some controversial decisions in the Roosters/Cowboys match).
4. Who was the Bulldogs captain that did not play in the grand final due to injury?

Answer: Steve Price

He injured himself early against the Panthers the week before and was ruled out of the grand final, which would have been his last game for the club as he signed with the New Zealand Warriors for season 2005. Andrew Ryan replaced him as captain.

The Roosters had too much dropped ball in the second half and failed to capitalise on their halftime lead. The Bulldogs' 10 points in the second half came from another try to winger Utai, and a try and goal to their other winger Hazem El Masri.
10. Who was awarded the Clive Churchill medal for best player in the grand final?

Answer: Willie Mason

The Bulldogs forward received the prestigious medal. Mason was named in the second row for the match but was moved to front row following the withdrawal of Bulldogs captain Price. Fitzgibbon won the medal in the Roosters' win over the New Zealand Warriors in 2002.
