The first World Cup was held in 1987, and the event has been repeated every four years. Other nations to host the tournament have included New Zealand, Australia, South Africa, and France.

The All Blacks from New Zealand had won the 2011 tournament, played in their home country. The final had been hard fought at that time, with the All Blacks only just scraping past France 8-7.
