1. What is the name of Scooby and Shaggy's favorite comic book?

Answer: The Blue Scarab

Yep, it's just called "The Blue Scarab," which is the same name of the title character. I suppose they could have created a more unique or interesting name, but I guess some of the most popular comics like "Garfield" and "Batman" are just the names of the title characters. Oh well, moving on...
2. How is Scrappy different in personality than Scooby?

Answer: He wants to chase the monsters, rather than run away from them

Actually this question could be answered by watching any Scrappy-Doo episode. Though I suppose the rude answer may have a little truth in it to some people who really hate him!
3. What does the Blue Scarab want its creator to do?

Answer: Stop writing the comics

The creator, Jerry Sloan, is told by his publisher that he will be fired if he does not keep writing comics, despite the Blue Scarab's warning. Quite odd that the publisher is the only one who hasn't seen the Blue Scarab in my opinion. And no, there was no converting to Judaism in this episode.
4. Which of the following places does the Scarab *not* rob?

Answer: A comic book store

The gang discovers that the Blue Scarab's crime spree is not at all random, but he is following a pattern from an unpublished "Blue Scarab" comic book. He is shown to rob a jewelry shop, a bank, and then the gang attempts to stop his final robbery of the museum. Oddly, in an episode about comics there was not a single mention or appearance of a comic book store.
5. What nearly falls on Scooby at the museum?

Answer: Statue

This is the scene right before the second commercial break, in which a heavy statue nearly falls on Scooby which would crush him. Though he was able to escape, somehow the thought never occurred to him (or anyone else in the gang for that matter) to simply move out of the way, since the statue was at least 50 feet high and he would have had ample time to run out of the way. Oh well, I suppose a lot of these Scrappy episodes don't all make logical sense. Just look at some of the ones from "The Richie Rich / Scooby-Doo Show!"
6. Where does Velma deduce that the Scarab will make his last robbery?

Answer: Newspaper printing press

The gang quickly rushes over there, only to find no sign of the Scarab. Well, at least initially.
7. Where is the Scarab hiding?

Answer: Printing press room

After some hijinks on a conveyor belt, Scrappy and the gang find the Scarab and Scrappy attempts to chase him down. A bit of shameless "Yogi Bear" (another Hanna-Barbera series) promotion as well on one of the comic book covers. This is actually quite common for Hanna-Barbera, in one case Yogi Bear made an appearance in "The Flintstones" to steal Fred's picnic basket.

This was in the 1963 episode entitled "Swedish Visitors."
8. How was the Blue Scarab captured?

Answer: Rolled up in paper

Not sure how one exactly gets "captured" by simply being caught in a piece of paper, but I suppose that's cartoon physics for you!
9. Who is the Blue Scarab?

Answer: Howard Gruger

This episode is a bit lacking in the fact that it only has three suspects, though that's pretty average for a Scrappy episode.
10. What is the Blue Scarab's motive?

Answer: To destroy the Blue Scarab's reputation

Howard Gruger attempted to tarnish the Blue Scarab's reputation, as he didn't feel he got the credit he deserved, and wanted to forever destroy Jerry Sloan as a writer so he could create his own comic book character and get rich. Though logically it probably would have been far easier to simply talk to Jerry about his dissatisfaction, as famous comic book writers make a pretty good salary and he would be taking a significant salary cut starting all over again with his own character.

But you have to give him credit for the elaborateness of his scheme! And please tell me no one picked the ape police answer!
