He was talking to Delenn in the episode "The Gathering" about the Vorlons. Delenn then gave Sinclair a copy of all the Minbari files.

Londo and Garibaldi had an interesting friendship. In the earliest episodes, it seems as though Garibaldi actually has been lending Londo money to use in the casino.
