Answer: David Croft and Jimmy Perry

The series was inspired by Jimmy Perry's experiences working in a post-war holiday camp. Croft and Perry were responsible for the previous hit series "Dad's Army" and "It Ain't Half Hot, Mum". David Croft wrote "Are You Being Served?" and "'Allo,'Allo" with Jeremy Lloyd.
