Wiggum's first attempts to get into the police academy were thwarted by his asthma. He was working as a security guard at Springfield University, when Homer's mother Mona and her activist group sabotaged some germ experiments. Wiggum inhaled some toxic fumes and his asthma was cured, as seen in the episode "Mother Simpson".

Answer: the old Chief gave his badge to the first man he saw

In "Poppa's Got a Brand New Badge", Mayor Quimby was fed up Wiggum's idiocy and fired him, declaring Homer Simpson the new Chief of Police. At the end of the episode, Homer didn't want the job and decided to give the badge to the next guy he saw, who happened to be Wiggum. Clancy said it was funny, because that was how he got the job in the first place.

This happened in the 18th season episode "Jazzy and the Pussycats".

Just a few examples of his horrible misuse of firearms. He had originally tried to crack the nuts open using the butt of the gun, but got frustrated and shot the shell off, saying "Let that be a lesson to the rest of you nuts". He shot at the television until his wife told him to use the remote, and clearly bullets won't destroy a virus.

It was actually Homer who used his gun for shooting at light bulbs when he wanted to turn the lights off.

Marge had to inform Wiggum that sending threatening letters was against the law, so he looked it up in the police handbook to try to prove her wrong. He found out that it was indeed illegal, as was putting squirrels down your pants for the purposes of gambling. He then stuck his head through a door and told the other officers to "cut it out". Eddie had squirrels down his pants.

Quimby declared Wiggum to be Police Commissioner in "Pranksta Rap", after a rare display of dedication and skill in an investigation. However, as is usually the case with "The Simpsons", by the next episode, nothing had changed and Wiggum was still just Chief.

This happened in "Hurricane Neddy", when Ned snapped and started insulting people left and right. He also called Lisa "Springfield's answer to a question no one asked", Krusty "the only one of you fools who doesn't make me laugh", and Homer "the worst human being I have ever met".

In "Realty Bites", Homer and Snake were fighting in Lil' Bandit and went zooming by an asleep Wiggum, who called in a Code 318 on his radio. "We need pretzels" was a Code 8, "Wanton destruction of antique cans" was a Code 618, and "Pointing out a police officer's stupidity" was a Code 1013.

He has also accepted (and blatantly asked for) bribes, as well as telling people to take up their cases with "Inspector I-don't-give-a-damn".
