It takes a lot of episodes for the full story to be revealed in bits and pieces. In an early Jenny episode, Gibbs implies that she never had a problem saying no. In "Judgment Day," we learn that Jenny broke up with Jethro because he didn't fit into her five point plan.

It's implied he had proposed to her when he learned he was being transferred back to Washington, DC, after they had been partners in Europe.

When Stephanie leaves Jethro at the end of the episode "Ex-File," she returns his dog tags. She had found them in a drawer years earlier.

In "Kill Ari," Jenny is in Gibbs's basement and sees he is working on a boat - still. Gibbs responds that it isn't the same boat he was working on six years ago - he finished that one. When Jenny asks what happened to that oat, Gibbs reveals he set it on fire. That's when Jenny realizes he named it after Diane. Gibbs didn't want another man sailing off on her. Jenny then replied that she recalled Gibbs not caring who sailed off on her (meaning Fornell marrying Diane).

Rebecca is the last ex-wife shown on the series. In this episode, we learn that Rebecca cheated on Gibbs with her lawyer. She ends up falling asleep curled up against Gibbs on his couch - and in the morning invites him to her wedding to the lawyer.

When Jenny and Mike Franks are sitting in the diner waiting for the bad guys to show up, they talk about roads not taken. Jenny tells him that she was the one who broke up with Jethro, although she still had feelings for him. Franks responds that Gibbs came back to NCIS, although Jenny thought he only came back for the Job. Franks then reveals that he and Jethro had had multiple conversations (implying about his feelings for her) about the subject.

Shannon isn't an ex-wife because she died and didn't divorce Jethro. The order of the rest of the women is: Diane (married then divorced), Rebecca (married then divorced), Jenny (he proposed), and Stephanie (married then divorced). We know Jenny came between Rebecca and Stephanie because of the timing between when Jethro and Jenny were last together and Stephanie's divorce from Jethro - it only left about a year in between, not enough time to fit two ex-wives in. Colonel Mann (a blonde, if you're wondering) found out in "Ex-File" that Jethro had been married four times, and had three ex-wives. Mann then assumes Jethro was still married until Ducky informed her about Shannon's death.

In "Hiatus", when Jethro is coming out of his coma, he asks if Jenny is an ex-wife. "God, no" was her reply.
