Barney happened to be walking passed the jewelry store and he saw Andy and Helen in there. He immediately went over to Thelma Lou's house and told her about it. Thelma Lou didn't make a big fuss over it because she thought that it was possible that Andy and Helen could just happen to be looking in the jewelry store.

After Barney talked to Thelma Lou a few more minutes, she was convinced that Andy and Helen were getting married.
