Here's a cheap way to get all of the Dragonballs: Enter the Majin Buu Saga in Z Battle Gate mode and choose the fight that has Super Saiyan 3 Gotenks vs. Super Buu.

When you enter the fight, there is a big building behind you. Destroy it and you'll find a Dragonball. Keep repeating this process until you get all seven Dragonballs seven times.

To access the Cell Games Tournament, complete World Tournament on the Novice, Adept, and Advanced classes. Make sure you're prepared for the Cell Games Tournament because fighting Super Perfect Cell is no easy task.
