Glowstone is a strange block if it's about what can be placed and what can't be placed.

You can separate blocks into non-solid blocks and solid blocks. You can separate solid blocks into redstone solid blocks and non-redstone solid blocks.
ALL blocks can be placed on redstone blocks.
Not all blocks can be placed on non-redstone solid blocks, including almost every block that has to do with redstone.

Glowstone is one huge exception. It is almost the same as non-redstone solid blocks, but normal redstone CAN be placed on it, strangely enough.
