Doopliss' parrot kept his secret hidden well underneath the Creepy Steeple, but being locked in a room you don't really have much of a choice either. To get to the parrot you need to jump into the well, and push a metal grate up a slope. Then making use of Vivian's ability, you can stay up on the slope while the grate slides down.

Luigi has to win the race to get it, but he isn't used to racing in karts equipped with Bazookas and Rocket Launchers and with engines so powerful their exhaust could send you to the moon.
