The post office became self-regulating after the postal strike of 1970, resulting in the Postal Reorganization Act of 1970. After that, tax dollars were no longer used to fund the agency.

The Postal Regulatory Commission decides pricing based on two criteria: products that it has a monopoly on, such as stamps and other first class postage charges, and another on products a customer could buy anywhere, such as boxes to mail things in and wrapping.

Sure. You might have just caught a letter carrier slacking off. But that's very unlikely if it's an extended period of time because they watch us from satellite. Thirty-minute lunches and two ten-minute breaks are authorized and supported in the union contract. Also, vehicle breakdowns are common...especially since some of our vehicles are older than you.

The USPS has pretty much abandoned the idea of letter carriers carrying additional forms because, in their view, it slows the carrier down. Some carriers still do carry them. But since going onto USPS.com will let you do just about anything you want to get done, forms have become less important. Understand: your letter carrier has less control over things than they used to. That includes the availability of forms.

However, if you ask your letter carrier to bring you forms, he/she will do so graciously.

Giving your outgoing letter to your mail person seems like a good idea, but even your letter carrier never knows when he or she will get back to the office in the evening. It could be after the final truck has left. Most mailboxes have a listed pickup time on the inside lid, but those boxes are generally picked up much later than listed, and many of them aren't emptied on Saturdays. Dropping your letter off at the post office---even putting it inside the boxes located there---ensures that it will be sent out at the earliest possible time. Blue boxes at post offices are routinely emptied several times a day...even late.
