Answer: 10

The first digit in the ZIP Code indicates the primary postal region a city is in. For example, the digit 0 represents New England (eg, Boston, Providence, Hartford), Puerto Rico, the US Virgin Islands and US military installations in Europe and the Atlantic Ocean.

Answer: 1963

Between 1943 and 1963, only the 100 most populous cities in the United States were subdivided into distinct postal zones (eg, Los Angeles 22, California). On April 30, 1963, the Post Office Department decided to implement the ZIP Code system. The ZIP Code became effective July 1.

At that time, the Post Office was part of the Cabinet. It wasn't until 1971 that the United States Postal Service was established as a non-Cabinet service.

Flat-sized business reply mail (defined as exceeding letter-sized envelope dimensions) and mailpieces with business reply labels do not require a pre-printed barcode.

The ZIP+4, an expanded variant of the ZIP Code, was introduced to add even more efficiency in the bustling postal system. Use of the ZIP+4 is not required on regular first-class mail.
