Answer: Pennsylvania

Delaware was the first (12/7/1787) followed by Pennsylvania (12/12/1787), New Jersey (12/18/1787) and Georgia (1/2/1788).
2. Prior to becoming president who was the second Secretary of State during the presidency of James K. Polk?

Answer: James Buchanan

Buchanan, the 15th president, was Secretary of State from 1845-49. During his time in the State Department he ended the Oregon dispute with Great Britain, supported the Mexican War and the annexation of Texas.
3. In the presidental election of 1824 who received the second most electoral votes from the Electoral College?

Answer: John Quincy Adams

In the election of 1824 no candidate received enough electoral votes to become president. Jackson lead with 99 votes, Adams was second with 84 followed by Crawford (41) and Clay (37). Adams was however elected as the 6th president by the House of Representatives
