Gerard Kenny, a New York born singer-songwriter wrote a song with those lyrics in 1978 when he was living in England.

In 1959, George Russell & His Orchestra released a song entitled "Manhattan". 44 seconds into the song, vocalist Jon Hendricks says "New York, New York: a city so nice, they had to name it twice..." Listen here.
