I'm not sure what is meant by "different voices", however, I suspect the Lyrebird from south-eastern Australia might fit the bill. The bird may not use different 'voices' but it has often been recorded accurately mimicking car horns, mobile phone ringtones, ambulance klaxons and many other seemingly unrelated, supposedly impossible to mimic sounds.
The White-eyed Vireo has been called "Bird of Many Voices" since it is capable of imititating other birds and incorporating the calls of many species in its own song.
