From 1922 to 1930 who was the first diplomat (Consul General in Hamburg) of an independent African country in Europe?

Momulu Massaquoi. He was a Liberian politician, diplomat, & monarch of the Vai people of Sierra Leone and Liberia.

I might add that Massaquoi's grandson, Hans-Jürgen, wrote a quite interesting memoir abut being a mixed-race child in Nazi Germany. The experience of such people under the Nazis is little known, in part because there weren't that many Black or part-Black Germans at the time, so the Nazis never undertook a systematic campaign to eliminate them. However, as Massaquoi's memoir indicates, life for them in Nazi Germany was difficult.
