There may be a mistake in the question. The closest answer I can find is Woodrow and Edith Wilson, who both died in Washington D.C., 37 years apart (1924 and 1961, respectively). Furthermore, the former president died of complications from a stroke whereas the former First Lady died of congestive heart failure.

Nine presidents (as of March 2023) have died from a stroke. They are:

- John Quincy Adams
- John Tyler
- Millard Fillmore
- Andrew Johnson
- Chester A. Arthur
- Woodrow Wilson
- Franklin D. Roosevelt
- Richard M. Nixon
- Gerald R. Ford

None of them was outlived by his wife by exactly 27 years. None of the respective First Ladies died from a stroke. Only the Wilsons died in the same city.
