So it is, but this proverb hasn't to do with scientific measure of viscosity. BLOOD IS THICKER THAN WATER. The expression, meaning that family can be relied on better then friends. Dates back to 1672. In actuality blood is six times thicker than water but, the point being that family is infinite to friends.
The two fundamental properties of a fluid are its density and its viscosity. The density is the mass per unit volume and blood is slightly denser than water. The viscosity is the resistance of the fluid to being moved. Blood is nearly four times more viscid than water.
