After the Roman Catholic Church, who is the second largest owner of property in the world?

I have heard about Hong Kong Government is the largest owner of property in the world for their extensive public housing policy as well as the real estate price in the city, half of the people in city are living in this type of housing.

I'm not finding anyone who agrees on this. However, I have encounted one MSNBC news article that agrees that #1 is the Catholic Church. From the rest of my reading, #2 may very well be the United States Government coming in with something like 720 million acres...so, who knows?
