It depends on what is referred to as "states". Not all countries are divided up into states.


Russia is a federation consisting of 83 subjects. They are divided into 21 republics, 46 provinces, 9 territories, 4 autonomous districts, 2 federal cities and an autonomous province. All of these have equal rights federally as they each have two delegates in the upper house of the Russian parliament.
