The episode starts with Arnold and his friends gathered in a room at night. Gerald is finishing up a story about a hairy man and a gorilla, which Stinky describes as "sort of scary". He says he can tell a scarier tale about a "Monkey Cat".

They end up following a dog as fast as they can and are spooked by a man who has a giant golden hook instead of an arm. As they keep going at full speed, the scarf gets caught up in a tree, which means that the cab is now being driven by a "headless cabbie".

Arnold's story scares Harold to the point he is frightened to leave the house. Stinky suggests that they go out to get ice cream, and they convince Harold to go with them. The fastest way to get to the ice cream shop is through the same park that Arnold mentioned in the story. Harold doesn't want to go but is once again persuaded by his friends to overcome his fear.

Though at first only Harold was scared, the rest of the boys become spooked when a startling number of coincidences start to happen. Not only did they find a barking dog, but they were also welcomed by a strange man at the end of the tunnel (which turned out to be a watch salesman) and saw a red scarf hanging from a tree. Arnold is the only one to remain calm, but then they see a horse and a carriage being driven by a mysterious figure that they mistake for the "headless cabbie". Arnold, Eugene, Gerald, Harold, Sid, and Stinky all run away.

It is then revealed that Ernie (otherwise known as Mr. Potts), a demolition worker in Hillwood, was hiding in the dark inside the carriage. He explains that he was driving at night to make some extra cash.
10. Which character had a crazy laugh that scared all the boys in the park at the end of the episode?

Answer: Mr. Hyunh

His laugh really did sound crazy! Mr. Hyunh is originally from Vietnam and likes to hang out with Mr. Potts. He was maniacally laughing in the back of the carriage, which scared the boys into thinking they were actually looking at the "headless cabbie". Mr. Hyunh even admits he has a "very creepy laugh". All the boys ride into the buggy and make it back home safely.

When the boys reached Arnold's house, Stinky and Harold were holding a popsicle while Arnold and Gerald were having ice cream. Sid decides to keep teasing Harold, who is still scared of the "headless cabbie". The episode ends when a lady with a red scarf eerily asks Ernie for a ride.
