I guess Cleopatra I-VI were too well behaved to be famous. Cleopatra VII was, like all Cleopatras, actually of Macedonian descent and not Egyptian. She was also the last independent ruler of Egypt before it became a Roman province.

Answer: III

Taking after his father, Phillip II, Alexander III of Macedon conquered the Greeks and created an army which would manage to take most of the civilized world at the time. It is not surprising the others weren't as famous.

Ivan III was Ivan the Great. He shortly preceded Ivan the Terrible and helped make Russia a strong nation. Ivan IV was considered the first Czar of Russia and was stuck in a bad position. Despite his attempts at being a good monarch, many of his nobles gave him tons of relentless problems.

His title "Terrible" comes from his strength and the strictness of his rule. He is however more famous for becoming insane later on in life and killing his son and heir-apparent in a fit of rage.
