Yes, the station's first commander (lower case c) was a Commander (capital C). Both Laurel Takashima (in the pilot) and Susan Ivanova (during the first season) were Lt. Commanders when serving as second in command to Sinclair. Sheridan and Lochley, the next two commanders of Babylon 5, were Captains. Sinclair became the Ambassador to Minbar after he left the station at the end of the first season.
