He'd been an ordinary man sized lizard who could project blood from his eyes. Then, one evening a couple of human men happened upon him in the forest and one of them bit him on the neck. The next morning, he woke up not as a lizard, but as a human male. He hated it, the self awareness and face he did not recognize. Mulder saw him turn from human to lizard, as he was getting ready to go into hibernation for 10,000 years. The killer, and person who turned the lizard into Guy Mann, was Pasha (the animal control worker). Kumail Nanjiani played Pasha, and starred on the series "Silicon Valley" as well.
This episode premiered on February 1, 2016. It was written and directed by Darin Morgan. He had previously written five other episodes of the series. Rhys Darby played Guy Mann, aka the were-lizard. In the cemetery scene, Guy was standing in front of a grave stone with the name Jack Hardy carved on it, and Mulder was standing in front of one with Kim Manners carved on it. Jack was the first assistant director on the 2008 "X-Files" feature film and worked on both "The Lone Gunmen" and "Millennium", spin-offs of the show. He passed away in March 2015. Kim Manners worked extensively on "The X-Files", as well as "Supernatural", until his death in January 2009. His brother, Kelly Manners, worked on "Buffy" and "Angel".
Other Easter Eggs in this episode - the red Speedo that Mulder wore in season two's "Duane Barry" could be seen on him when he was sleeping in his motel room; Mulder's ringtone was the "X-Files" theme song; and actors Tyler Labine and Nicole Parker Smith, who previously appeared as the same stoner characters in two other episodes from season three.
