I just call him the "evil dove" as he likes to just sit on the sidewalk and stare at me. Like his rock dove (pigeon) cousin, he shows great intelligence and caution.

The Mauritius Kestrel may be extinct and doesn't live in the U.S., the Kori Bustard is the heaviest flying bird at 40 lbs and is not a raptor, and the Secretary Bird lives in Africa and is 5 ft. tall. That leaves the American Kestrel, the smallest of the N.E. raptors.
