3. What number is the pool ball with the explosives?

Answer: 13

Gilda is supposed to place it on the pool table while Hailstone, Herring and the Minister of Propaganda are playing. She goes to see Hailstone posing as his new astrologer. After the explosive ball is on the table, Hailstone manages to hit every ball except that one.
4. Does Moe get any eyepokes in this short?

Answer: Yes

Moe hits Curly in the face when he draws back his cue to hit the pool ball. Curly gives Moe the eyepoke and when Moe tries to return the favor, he's blocked by Curly's cue stick. Moe knocks Curly's hat off and Curly replies, "Just for that I won't go to your party at Belchesgarten".
5. After each of them tries to knock the explosive ball into a pocket, Curly's character gets frustrated and grabs the ball. Hailstone the Dictator tells him to put it down. Curly says no and takes something from him. What does he take?

Answer: his mustache

Herring plucks the mustache off of Hailstone. Hailstone says, "Give me my personality", grabs it and puts it back on. Earlier when he was shaving, Hailstone removed the mustache to shave and then put it back on.
6. After sitting down to their meeting, Curly's character answers the phone. What does the caller ask?

Answer: "Have you got anything on tonight?"

After Curly says "No, not a thing", the female caller replies, "You'll catch cold. Goodbye."
7. What does the Bay of Rum bring for Curly's character?

Answer: a water pipe

Herring has a bit of trouble smoking it, the first time he draws on it, he gets a mouth full of water.

Sometimes referred to as the Axis partners, sometimes as the Axle partners, Chizzilini was played by Cy Schindell, the Japanese delegate was played by Duncan Renaldo, the Russian delegate was played by Don Barclay and the Bay of Rum was played by Jack "Tiny" Lipson. After Hailstone announces that the world is his, they all begin a hilarious battle for a globe.
9. Does the pool ball ever explode?

Answer: Yes

After Hailstone and company have defeated the Axis partners, Herring won't give Hailstone the world. The way he does end up giving it to him is to break it over his head, to which Hailstone replies, "You nitwit, you've shattered my world". Hailstone grabs the pool ball from the table and throws it at Herring.

Herring catches it and spikes it because he's mad. Following the explosion, Amscray, Ixnay, Umpchay, the King and his daughter admire the new heads mounted on the wall: Hailstone, Herring and the Minister of Propaganda.

Answer: True
