The film focuses on the senators as they debate the appointment of Robert Leffingwell (Henry Fonda) to be Secretary of State. The nomination is contentious because the president (Franchot Tone) is dying and he wants to appoint the Secretary of State before he dies to prevent Vice President Harley Hudson (Lew Ayres) from picking one. Both parties are evenly divided on the nomination and the many senators fight and bicker about it. Sen. Adams is one of the senators who does not support the nomination. This is Betty White's first role in a motion picture.
